Role Overview

Attend relevant meetings at national +/- field level. Collect Medair feedback and provide input and guidance on national guidelines, where necessary. Ensure good coordination between the different Medair teams involved in Ebola preparedness activities. Provide strategic direction, in close collaboration with the in-country Health and WASH Advisors, on Medair’s engagement in Ebola preparedness activities. Coordinate and implement Ebola preparedness activities as required, at Juba and field level. This role may transition into an Ebola Response Coordination role if an outbreak were to occur in South Sudan.

Project Overview

Medair is currently implementing four projects within South Sudan, in Renk, Aweil, Leer and through a dedicated Emergency Response Team (ERT). Outbreak preparedness and multisectoral response, including for Ebola, is part of the mandate of the emergency response team. Medair is currently actively engaging with the national Ebola preparedness mechanisms, and the ERT is currently implementing Ebola preparedness activities in high-risk border locations.

Starting Date & Initial Contract Details

Start date: 25th March. Full time, 3 months (possibility to extend).

Key Activity Areas

Communication and Coordination

  • Develop and maintain appropriate communication with the team and other relevant stakeholders.
  • Participate and proactively engage in Ebola preparedness coordination meetings and working groups at national and field level. Provide summary notes off all external meetings for internal stakeholders.
  • Develop and deliver training on Ebola preparedness to Medair staff.
  • Proactively network and coordinate with the relevant clusters and health and WASH agencies to identify opportunities to collaborate.
  • Review and update relevant Project Coordination Agreements, Memoranda of Understanding and other similar agreements.
  • Ensure clear internal coordination within the ERT, Advisors and the senior management team.

 

Project Management

  • Manage Ebola preparedness activities, alongside the relevant field PM and PC, in order to meet the project objectives within budget and allotted time frame.
  • React quickly to crisis and organise +/- implement appropriate assessments and responses, in consultation with in-country Advisors.
  • Contribute to the development and implementation of an appropriate Ebola preparedness strategy.
  • Continuously monitor Ebola preparedness activities, evaluating progress through outputs and impact.
  • Participate in the development of interventions and new proposals, as related to Ebola preparedness, linked to the assessed needs and gaps.
  • Reach out to find actors who can respond to needs which go beyond resources of Medair.

 

Logistics

  • Ensure relevant stock, purchase requests, cash forecasts and movement requests are submitted.
  • Support the relevant logistics activities of health and WASH staff, particularly in relation to the purchasing of medicines, Ebola related supplies, etc.
  • Ensure that quality items are procured, transported, stored, etc.

 

Quality Management/Project Design

  • Contribute towards setting objectives of emergency Ebola-related health/WASH assessments and interventions, monitoring progress, etc.
  • Improve the quality of the project, including assessments, monitoring and evaluation, implementation of Core Humanitarian Standards and protection mainstreaming.

 

Security Management

  • Work with the relevant PM to complete Security Risk Assessments for Ebola-related interventions.
  • In co-ordination with the Country Staff Health Focal Point, assess the need for and contribute towards the design and implementation of in-country Ebola-related staff health protocols and procedures.

 

Capacity building

  • Train relevant staff on various aspects of Ebola preparedness, IPC, etc., in line with established SOPs.
  • Compile and manage, and make available, relevant information related to Ebola for staff access.

Qualifications

  • Clinical degree or diploma (nurse, midwife or doctor), or Public Health degree or WASH-related degree.
  • Strong working knowledge of English (spoken and written).

Relief & Recovery Orientation Course (ROC)

Experience

  • 2 years’ post-qualification professional experience.
  • At least 1 year humanitarian management experience, including field level Ebola public health response. Preferably, experience setting up Ebola treatment or isolation centers, training and supervising IPC measures and participating in national level coordination.
  • Good communications skills, ability to communicate ideas clearly such as in guidelines and job aids.
